[PATCH:shmfd 2/2] Use /var/tmp instead of /run/shm on non-linux OS'es

/run/shm was suggested by "someone" as a suitable new standard place to
use instead, and it happened to work in Debian...

I think the right plan will be to have configure.ac walk a list of
potential directories and pick one, with the ability to override that
choice on the configure command line. I'll see if I can't cook up a
suitable patch today.

Note that *nothing* depends on the actual path; we just need some file
system to create this file in.
