in the X stack - you cannot, unless the driver supports the setting for
scroll inversion (synaptics does). Wacom doesn't, and it doesn't yet support
smooth scrolling yet either. You could try setting ScrollDistance to a
negative value and see if that works.
IMO scroll inversion should be handled by the toolkit that also provides
smooth scrolling.
