[PATCH:xorg-docs] Update driver maintenance/status for upcoming 7.7 katamari

MAINTAINERS:
- Add driver-specific mailing lists & web pages for ATI, Intel & Geode
- Add driver entries for geode, nested, qxl, and xgixp drivers
- Mark cyrix, nsc, & via as obsolete
Release Notes:
- Move drivers not being included in katamari from drivers table to
removed table
- Update README links to use .txt since drivers no longer generate
html READMEs from SGML

Okay, so I decided I didn't care enough about a bunch of ancient drivers to
go through making 1.12-compatible releases for them, and since no one else
has, they're out of the katamari, since there's no point shipping a set of
packages we claim were built, tested & work together that include drivers we
know can't work with the included X server.
If you really truly care about one of these drivers, and care about having
it in the /releases/X11R7.7 directory and not just the /releases/individual
directory on the download site, now is the time to act and make a Xorg 1.12
compatible release and then explain why now the driver should be included
after years of neglect.
(Remember, not in the katamari does not mean deleted from the download site
or distros, just not part of the set we claim is at least semi-maintained.)
In comparison, I expect the MAINTAINERS changes to require much less argument,
though possibly more corrections where I guessed at values.
