Sure.   http://www.x.org/wiki/Development/Documentation/ReleaseHOWTO should
cover the normal process pretty well.   As it describes, I generally let
util/modular/release.sh generate the e-mail template, and then just copy the
description of the app from a prior release, the README, or the man page, and
then add a sentence or two about if it's a bug fix release, new feature
release, etc.
