[PULL 1.11] fix for button crash on some devices

Jeremy, not sure if you still care much about 1.11. This one patch fixes a
crash on some devices that only have buttons, no valuators. It's a 1.11
backport for the fix to #38313

The following changes since commit db9620c022e992f12bbbf2e9de9a25b9f0b2226d:
