I used --nonet option for all xsltproc/xmllint work. If you see
something to the contrary, please
report. I am well aware about not using the net, and I happen to agree
100% with it.

I want to thank all of those who have provided information and brought
forward concerns.
This is a sizable piece of work and it will not be fun to fix after it
is being released.
It took some time for me to respond as I implemented and tested all
reported issues.
You just don't know where something that is supposed to work will not.

I have to rework a few patches, I'll keep the too layers, first the
xmlto impl and then
the xlstproc impl on top. It'll be easier to compare. So I'll repost.
There are 26 modules
with DocBook for which I am maintaining both impl.
