This is done in the context of adding docbook external references
support. I thought I'd posted
these first, but I realized it is causing confusion. I was planning on
posting the new makefile
for all the modules with docs shortly, but got delayed.

It might help to pretend for a minute that xmlto never existed, so we
would do like we do
for any other task, chose a tool available on all platforms and use it
like we do for 
asciidoc, doxygen, groff, etc...

Time is running up, more tomorrow.
