[PATCH util-macros 1/3] XORG_ENABLE_UNIT_TESTS: add support for unit testing

This macro enables a builder to enable/disable unit testing
It makes no assumption about the test cases implementation
Test cases may or may not use Automake "Support for test suites"
They may or may not use the software utility library GLib
