[PATCH 0/2 RFC] Fixes version 6

Two minor additions.  The atomic query requests I think I've proposed
before but got distracted by the XI2 interaction.  The latter moves
PropertyNotify filtering into the server, to avoid waking up every
client uselessly just because something on the root window changed,
which should be a power savings.

The property filter doesn't give you any way to ignore RotateProperties,
but I don't know if anyone actually cares.  I don't see any calls to it
in any toolkit besides emacs.

Feedback greatly appreciated.  If the protocol looks good I'll write up
the library and server bits.
