xorg-macros does not install the .pc file in the standard location

No, it shouldn't.   /usr/share/pkgconfig is the standard location for
pkgconfig files that are not architecture specific and can be shared
by all platforms you cross-compile for, and all library types you support
on your multilib systems.

I think there's a few threads on this before buried in the archives.
