[PATCH xorg-docs] XACE spec: move from sgml/security to specs/Xserver directory

Long term, it should probably end up in the X server repo, since it's really
documentation of a set of hooks inside the X server, so that it's in sync with
the version of the hooks inside the server, but until then moving it to the
Xserver directory is fine.
