So September 10 has come and gone and there's really no point in tagging the 1.9 branch at this point.  master was pretty much quiet for 3 weeks, and cherry-picks for 1.9 are just starting to trickle in.  I'm going to push back the schedule a bit and aim for 1.9.1 rc1 on the 24th to give some time for XDS and allow changes to sit on master for a while.
