[PATCH libX11 1/2] Add C.UTF-8 and C.ASCII locale aliases

Add C.UTF-8 locale as an alias for en_US.UTF-8
Add C.ASCII locale as an alias for C
(C.UTF-8 is the default locale for cygwin. It also exists in debian,
although I don't think it's intended for use by humans.)
