Interesting. Just a cursory glance at a small number of the projects
with documentation
(http://www.x.org/wiki/Development/Documentation/WritingDocumentation)
shows there's a bit of a discrepancy:

libSM: doc
libX11: man, specs
libXaw: man, specs, old-doc
libXcomposite: man
libXi: doc, man, specs

So I can predict Gaetan replying to my previous email saying: "let's
use 'install-docs'" since not all projects have a "specs" directory
and we want to use the same target across all projects :-D

Sorry, I have no idea if this can or should be cleaned up.
