The ati module still exists, just the special handling in the server
code is gone for it.

As noted last time this came up, if we're going to have a Registry,
then we don't remove the old names, since they're still reserved
against future clashes (besides, what other module would we want
to create with the name "ati"?) - but if nothing's ever added to it,
then it's pointless and the whole file should go away.
