It could be coded in the Makefile with that intent in mind. It isn't at
the moment.
The enable-docs applies to all docs that are neither specs nor
devel-docs.
For example the xorg-docs/general or libICE/doc.
The exact list can be found in the table:

In order to disable all docs (except man pages not generated from
xmlto), one
would use all 3 options (or use--with-xmto).
