[PATCH] Enable configuration of the MONOTONIC_CLOCK when cross-compiling.

xorg_cv_MONOTONIC_CLOCK=yes ./configure works as well, but eh.

David: there's already --enable-malloc-0-is-null or something like this,
why not --enable-clock-monotonic?

Both should be put into "Obscure options" section though.
