I'm glad to see this, but the only thing I have a problem with is the
00- prefix. I know this intended to be the catchall first rule, but
you shouldn't make it excessively hard for me as the user to make my
own rule that applies before evdev. I think 10- or 05- would be more
sensible. For comparison, the earliest hal and udev rules are 10-.

That can always be changed in a later commit, though.
