FWIW, wget seems to maintain the timestamps.

$ wget --quiet http://xlibs.freedesktop.org/xkbdesc/xkeyboard-config-0.8.tar.gz
$ ls -l xkeyboard-config-0.8.tar.gz
-rw-r--r--. 1 dan dan 640296 2006-03-04 14:57 xkeyboard-config-0.8.tar.gz
