[PATCH] INSTALL doesn't belong in docdir

Sigh.  Kind of defeats the point of making it a variable.  Can we fix
the macro to do the replacement when $(INSTALL_CMD) is run instead?
This way we look for the file where the current xorg-macros.pc tells us.
