I definitely agree that '-fno-strict-aliasing' is something that should be hardcoded into util-macros. That makes the job of packagers much easier. I was thinking it would be fine to just hard code it into the ~10 packages that had it >1yr ago, but if we want to be more conservative than that, util-macros is the right place.
That will give me the ability to remove it easily in one location rather than patching every single configure.ac while at the same time making it easy for me to set it on xserver, pixman, cairo, mesa, and libX11 (and possibly a few others from the list of ~10) by just setting CFLAGS at configure time.
