[PATCH xinput] use ASCII art when UTF-8 environment is not available

it is unfortunate, but for a tool like xinput having minimal,
easy-to-maintain code is more important than pretty. I'd prefer to just
ignore non-UTF8 terminals, but I guess that's still too optimistic for 2010.
