[PATCH damageproto (rev3) 3/3] Bump version to 1.2.99.0

[James Jones]

Use version 1.2.99.0 to mark the inclusion of
Fence Sync protocol support.  Really this should
be 1.2.0, but that version was already incorrectly
used.
