[PATCH app-xdm 03/11] man: conditionally include DisplayManager.randomFile resource

This resource follows the same pattern as prndSocket and prngPort.
It is displayed to the user only if ARC4_RANDOM is not defined.
It seems to be a simple omission in the man page.
Refer to resource.c:
