We generated them in the autotool conversion because that's what
was done in Imake - though in Imake, there were different rules for
different platforms (some created the shadow files like we do now,
others made symlinks or hardlinks) - but since no one has complained
in the past 5 years about using the shadow files on all platforms,
I guess that must be acceptable and build-time generation unnecessary.
