Using LN_S is necessary for MinGW, which is one of the two systems
affected by the patch, so it's not really a separate thing.

No, it must remain in a !PLATFORM_WIN32 conditional block.

Actually, now that you mention it, there should be an uninstall-local to
remove the symlinks created by install-exec-hook, but there is not.
