Merged proto package

I see that there are no tags in the combined proto repo. Retaining
history should require retaining the tags, too.
The only way I can think of to retain the tags would be to create a repo
with each existing proto tree as a branch (perhaps called legacy/FOO/BAR
for each BAR head of each existing FOOproto repo). Those branches would
retain all history of their source repo, including the tags.
Then, the master head could merge them in, just like the existing script.
That is to say, merge in each legacy/FOO/master branch.
I hope the goal is to eliminate the existing, separate autofoo in favour
of one for all. Installing the separate pkgconfig scripts is OK for now,
but the autofoo should be merged before the first tar release, I think.
Eventually, it would be better to have a single pc, too. But that can
wait at least until the server's 1.9 release.
