[PULL -v3] XACE and SELinux updates for server-1.6-branch

I've pulled these changes in, but squashed the three patches that
affect IsPointerDevice into a single commit using git rebase
-i. Please feel free to rearrange patches using this in the future;
I'm not interested in an exact history of development, but rather in a
logical sequence of changes.
