    error: couldn't open directory 'm4': No such file or directory #67196
    
    With later versions of Autotools, it is an error to have
    AC_CONFIG_MACRO_DIR([m4]) without having the m4 directory created.
    For rstart, there are no custom macros and it does not use libtool.
    This statement can then be deleted.
