xkbcomp: Changes to 'case-sensitivity'

    Add case-sensitivity configure option for parser
    
    Add a configure flag that forces the parser to be case-sensitive, and
    also normalise the case in all the comparisons to common usage.  This
    will not work with current xkeyboard-config rulesets, so is disabled per
    default.
