    add DEVICE_ENABLE control, add iscore to DEVICE_CORE
    
    Add DEVICE_ENABLE for enabling/disabling devices, and an 'iscore'
    flag to DEVICE_CORE that specifies whether or not the device is a
    virtual core device.
