    add DEVICE_ENABLE control, add core indication
    Add DEVICE_ENABLE control, which allows specific devices to be
    enabled or disabled at runtime.
    Add 'iscore' flag to DEVICE_CORE, which indicates whether or not the
    device is a virtual core device.
