The plan was to disable FreeType and zlib on a per OS basis
for this OSses which usually are shipped with it.
It has been disabled by default for Linux for a long time.

There is no reason to disable it on the generic level as 
there may be some OSes that would still like to have it.

Your assumption about xrx is not true.
