Log message:
  cygwin appends .exe to all entries in $(PROGRAMS). The program from this
  directory are HostTargets and got the .exe already from (Host)ProgramTarget.
  That's why they are not in $(PROGRAMS) but $(HOST_PROGRAMS) now. This skips
  the replacement.
