Log message:
  ComplexProgramTarget_1 was wrapped with if CrossCompiling but the target name
  conversion to target.exe is needed for non-cc builds too. This fixes build
  errors when building from a clean CVS co in programs/bitmap, programs/xdm and
  some other dirs.
