Brief modularization working group update

The modularization proposal was distributed just over a week ago for
review.  Currently there are discussions on the modularization mailing
list about the proposal details.  If you haven't already, I encourage
you to join in those discussions.

After consensus is reached within the modularization WG, I will present
the proposal here for approval.  Based on the current discussions, I
expect that will happen sometime in the next couple weeks.

We should discuss here in the ArchWG how we want to handle the approval
process.  Perhaps something straightforward and lightweight like the
group presents their proposal for approval, a discussion period opens
where people can raise objections and discuss solutions, and once the
discussion period closes, if there are no further objections, the
proposal is approved for development; otherwise, the discussion period
is extended to resolve the remaining issues.
