[ANNOUNCE] libpciaccess 0.18.1

xorg/lib/libpciaccess - Generic PCI access library

This release fixes the meson.build to honor meson's
-Ddefault_library={shared,static,both} flag to control which types of
library are built, instead of always forcing the build of only a shared
library.
