[ANNOUNCE] xcompmgr 1.1.7

xcompmgr is a sample compositing manager that enables basic
eye-candy effects.

This is a minor bugfix and janitorial cleanup release.

      Combine usage message strings
      configure: Drop AM_MAINTAINER_MODE
      autogen.sh: Honor NOCONFIGURE=1
      Remove empty AUTHORS & NEWS files
      config: move man pages into their own directory
      xcompmgr 1.1.7
