[ANNOUNCE] xkeyboard-config 2.7

Here goes another planned release of xkeyboard-config.

There were several bugs fixed, most notably - the issue with
functional keys and Shift. Also, unneeded .dir files are not generated
any more.

Some translations are updated, thanks to TP!
