[ANNOUNCE] libXext 1.3.1

libXext is the historical libX11-based catchall library for the X11 extensions
without their own libraries.

While this release includes some minor cleanups for compiler warnings, the
bulk of the changes are improving the documentation & formatting for all 
the extension API specs included in this package.
