[ANNOUNCE] inputproto 2.1.99.6

This version of the protocol brings one major change: the changes to the
XIAllowEvents request broke the ABI and triggered BadLength errors  if the
library compiled against the new headers ran against a server compiled
against the old headers.
We have now split out a second struct for the modified XI 2.2 request.

Aside from that, spec document cleanups and some more explanations.
