[ANNOUNCE] xf86-input-joystick 1.4.99.1

Snapshot release for the upcoming joystick 1.5.0.

'PWM' key generation has been added, where the axis deflection represents
the time (in %) the matching key for this spends in a pressed state.
Aside from that, some fixes and a couple of API changes as well the support
for float properties missing from 1.4.0.
