[ANNOUNCE] xextproto 7.0.99.3

Call me release-happy but I think we're getting somewhere. One more rename
to cater for case-insenstive file systems.
This release is needed for libXtst to build on aforementioned filesystems.

      Rename xtest.h to xtestconst.h to avoid a collision with XTest.h on case-insensitive filesystems
