[ANNOUNCE] xrandr 1.2.99.3 Release

Version 1.2.99.3 improvements over 1.2.3:

      Only set transforms if actually changed.
      Panning tracking areas describe full screen if set to 0. Use it as default.

      Add keystone.5c to EXTRA_DIST
      Bump to 1.2.99.3
