Just to be clear... AllowEmptyInput does claim that statically
configured devices will be disabled.

(WW) AllowEmptyInput is on, devices using drivers 'kbd', 'mouse' or
'vmmouse' will be disabled.
(WW) Disabling Mouse0
(WW) Disabling Keyboard0
