The latter.  Everyone loaded it anyway, might as well make it explicit.
It also gives us a bit more flexibility to change the core font
implementation since it's no longer exported ABI.  Not, of course, that
I'm encouraging anyone to use core fonts, but they do have to keep
working, and the current implementation is kinda dire.
