xdriinfo and Mesa

The http://wiki.x.org/wiki/ModularDevelopersGuide says Mesa is required. 
But is unclear. It seems to say only the source is needed. So I went top 
third-party website and followed instructions to checkout the Mesa HEAD 
and then used our build.sh -m switch to point to source. But that didn't 
work.

I have Mesa installed. But it doesn't provide any pkg-config file so was 
not seen.

xdriinfo failed to configure until I set in my environment LDFLAGS and 
CFLAGS to see my Mesa.

It would be good if the configure script had an option to detect this.
