r3xx-r5xx: enable color tiling by default on KMS + rs740 fix

Hi devs,

Here's a commit which enables color tiling for r3xx-r5xx chipsets, and
another commit to fix macro-switch handling on rs740.

* r3xx-r5xx: enable color tiling by default on KMS
* rs740: follow macro-switch too
