Any chance you could use radeontool to dump the regs under fglrx and under
radeon and post them here?  You can grab it here:
http://cgit.freedesktop.org/~airlied/radeontool
You'll need to install the libpciaccess-dev package for your distro.  Once it's
built run the following:

(as root)
./radeontool regmatch '*' > radeon.dump
./radeontool regmatch '*' > fglrx.dump
