Yes, XvMC is in Gallium, and when we do a Gallium driver, it'll be
supported. This will also apply to xf86-video-ati.

No, the UVD (Unified Video Decoder) is not going to have documentation
released, and as far as I know, nobody is interested in
reverse-engineering it at the moment.
